Not sure about the first, but for the second I think they've dug a hole in the road, and when they've replaced the tarmac they've only added the white lines to the new bit. Given how faded the old bit was I'm surprised they didn't just re-line the whole section though.

What's really odd is that the cycle lane was added after the main road and barrier were already in place!
Hmmm...I wonder if those little yellow lines in the first photo are purely advisory, or whether Rita the Meter Maid would issue a ticket if one's car shaded them...
